The locomotive was developed based on the EF12 locomotives, which were becoming difficult to produce due to wartime material shortages, so the EF13 was designed to use as many existing materials as possible for low-cost production.Despite the measures taken to make the locomotives as cheap as possible, only seven locomotives were produced during World War II; production would pick up after the end of the war, with thirty-one locomotives manufactured. The locomotives were known to be reliable runners and liked by crews. Mainly used to pull freight trains, the locomotives were also used for towing jobs and passenger trains; they operated mainly on the Chūō Main Line and Jōetsu Line. From 1953 to 1957, the locomotives’s bodies were replaced, with the old steeplecab bodies replaced with the bodies from the EF58 locomotives due to a surplus of old bodies; the first 31 EF58s would have their bodies donated to the EF13s, with the numbers from the donor EF58s not necessarily matching up to the EF13s (only EF13 5 and EF13 26 received bodies from the EF58 with a matching number).Despite being a wartime design with the expectation that the locomotives would be quickly withdrawn and scrapped, the locomotives were used for many years due to constant modifications to ensure they were up to date. Withdrawals began in 1977 with the introduction of the EF60s, with the locomotive being used in the Tokyo Metropolitan Area pulling freight trains; the last locomotive was withdrawn from service on 17 February 1979. EF13 3, which had been stored at Niigata for many years, was scrapped in November 1979. No EF13s have been preserved.The EF13s featured a steeplecab-like design reminiscent of the Swiss Ce 6/8II locomotives; the reaction to this design was overwhelmingly negative, the locomotive being described as “strange”. The locomotives were retired in 1975 after sixty-one years of service. Some Class 8620s, built for Taiwan under the name the Class E500, were renamed Class C95 in 1937.After World War II, it was taken over by Taiwan Railways, which changed its name again to the CT150 Class in 1947.Twenty-two locomotives have survived into preservation, in addition to one CT150 class locomotive. Of the twenty-two locomotives, two locomotives, namely 8630 and 58654, are preserved in operational condition. The pantograph is PS15 type and the lightning arrester is LA15 type. The front windows are prototype windows, and the center monitor roof window is an H-shaped rubber supported window. A Joban radio antenna is included.Included car numbers:#153, #157, #158J scale refers to the 1:80, 16.5mm gauge model railroad standard, often treated in Japan as the same as HO scale, but recently named J scale.The JNR Class EF15 is a Japanese DC electric locomotive operated by the Japanese National Railways from 1947 to November 1986.The EF15 was designed to meet transportation needs immediately after the conclusion of World War II. Intended for freight service alongside the similar EF58 designed for passenger service, 202 locomotives were built from 1947 to 1958.When these were introduced the EF15s were used on numerous major lines, such as the Tōkaidō and San’yō Main Lines. With the introduction of regional freight trains the EF15s would slowly be replaced; combined with their age withdrawal and scrapping of the locomotives began in 1978. On these lines, the EF15 would be replaced with newer EF60 locomotives. Operations centered in the Tokyo metropolitan area and the Jōetsu Line were stopped in the 1980s; the locomotives on the Tōhoku Main Line were replaced with EF64s.By this point only the Hanwa Line and Kisei Main Line operated EF15s; most locomotives were replaced with EF60s with the 14 March 1985 timetable revision, with only three locomotives, EF15 123, EF15 158 and EF15 184 still in service. All three were retired on 1 November 1986 with the introduction of the revised timetable due to the abolition of freight trains on the Kisei Main Line, a few months before JNR’s privatization and division in April 1987. Of these, EF15 158 remained registered on the fleet register, with its ownership passing to JR West when the JNR was privatized although it did not run any revenue services.Four locomotives have been preserved, including EF15 158.
