You are buying an HO scale Penn Central U23B manufactured by Atlas Model Railroad Corporation. This item is fitted with a DCC decoder, but does not have a sound function. The front and the rear headlight also do not work. The front handrails are loose, (as shown in the picture) so they might need some glue to stay back in place. The wheels are also fairly dirty, so they might need some cleaning in order to run smoothly. Other than that, there is no visible damage to the locomotive.
