The locomotives were intended as freight locomotives, following in the vein of the ED11 locomotives.Four locomotives were built in 1926, all by General Electric, which manufactured both the electrical and mechanical equipment for the locomotives. They were originally classified as the Class 1060 and numbered 1060 through 1063, but were reclassified to Class ED14 when a rule regarding the standardization of locomotive names was enacted in 1928. The locomotives were originally stationed in Tokyo and were used to pull freight trains on the Tokaido Main Line; they were moved to Kofu in 1930 with the introduction of larger electric locomotives on the Tokaido Main Line and used on the Chuo Main Line from then through to World War II.After the conclusion of World War II, the locomotives were relocated to Toyohashi and used on the Iida Line; in 1950, they were relocated to the Senzan Line. The locomotives were replaced by ED17s in 1960, with some of the locomotives lent to the Seibu Railway; ED14 4 was resold to the Ohmi Railway, which was owned by Seibu. All locomotives were transferred to the Ohmi Railway in 1966, where they were used until 1988 with the discontinuation of freight trains on the Ohmi Railway.No ED14s have been preserved; prior to this, all four locomotives were preserved at the Ohmi Railway Museum.
